TECHNICAL TASK
for purchase energy audit and energy certificate preparation services
GO "BERY and GLORY" - public organization, whose activities are aimed at the development of the humanitarian and social sphere at the local level through the implementation of socially significant projects; promoting cohesion and teamwork to achieve socially meaningful results; promoting the free development and education of young people and supporting young people in the development and implementation of progressive, innovative ideas in all areas of human activity; promoting the implementation of state and local state youth policy; promoting the formation of personalities through the development of youth initiatives, legal and environmental education. During April - September 2023 of the year as part of the local subsidy of the "U-LEAD with Europe" Program GO "BERY and GLORY" implements the project "Increasing the energy independence of the community by creating the production of fuel briquettes". This project is aimed at increasing the energy independence of the Berislav city community by creating the production of fuel briquettes using local eco-raw materials (straw) and implementing energy-efficient measures for future restoration projects.
Within the framework of this project, it is planned to develop methodological recommendations with justification of the economic feasibility of the transition of the community to heating with fuel briquettes.
PURPOSE OF PURCHASE: conduct an energy audit of one building and draw up an energy certificate to obtain data on heat losses and recommendations on preventing these losses
Term of services: 30 August 2023 year
Tasks for experts:
1.1 Collect data on existing design and technical documentation, technical and operational characteristics of buildings and the level of their actual energy consumption.
- Conduct a survey of the existing condition of buildings and their engineering networks.
1.3 When determining the energy efficiency of buildings, it is mandatory:
1.3.1. Consider the following information:
- local climatic conditions;
- thermal and energy characteristics of buildings, as well as their energy balance;
- sanitary-hygienic and microclimatic conditions of building premises;
- the presence of premises with different functional purposes within buildings, actual values of the conditioned area, conditioned volume and volume for ventilation of such premises;
- functional purpose, architectural planning and construction solutions of buildings (characteristics of wall enclosing structures, covering structures, floor structures, translucent enclosing structures, external doors);
- normative period of operation of fencing structures and their elements (including equipment), as well as engineering systems of buildings.
1.3.2. Collect the following information:
- technical characteristics of engineering systems;
- other information and data in accordance with the order of the Ministry of Regions from 11 July 2018 year no 172 "On the approval of the Procedure for conducting energy efficiency certification and the form of the energy certificate".
- geometric parameters of buildings and determined actual values (the total area and the area by the cardinal points of the corresponding external enclosing structures of the house, their thickness, air-conditioned (heated) area, air-conditioned (heated) volume and volume, intended for ventilation, the average height of the room).
1.4 Calculate energy efficiency indicators in accordance with the order of the Ministry of Regions from 11 July 2018 year no 169 "On the approval of the Methodology for determining the energy efficiency of buildings", and myself:
- specific energy consumption for heating, cooling, hot water supply;
- specific energy consumption during heating;
- specific energy consumption during cooling;
- specific energy consumption when supplying hot water;
- specific energy consumption of ventilation systems;
- specific energy consumption during lighting;
- specific energy consumption of primary energy;
- specific energy consumption of greenhouse gas emissions.
1.5 Determine the class of energy efficiency of buildings based on indicators of total specific energy consumption during heating, cooling and hot water supply.
1.6 Develop recommendations for increasing the level of energy efficiency of buildings.
1.7. Prepare a report from the report on the energy survey of the building.
1.8 Prepare an energy certificate of the established model in accordance with the order of the Ministry of Regions from 11 July 2018 year no 172 "On the approval of the Procedure for conducting energy efficiency certification and the form of the energy certificate" and provide it to the Customer.
1.8 Register the energy certificate of the established model on the portal of the Unified State Electronic System in the field of construction in accordance with the order of the Ministry of Regions from 11 July 2018 year no 172 "On the approval of the Procedure for the certification of energy efficiency and the form of the energy certificate" and the order of the Ministry of Regions from 18.10.2018 № 276 "On approval of the Procedure for independent monitoring of energy certificates".
Provide the final version visnovku, recommendations and certificate to 30 August 2023 year.
Prepare and submit a report to the Customer about the work done.
To participate in procurement:
Expert, who intends to participate in the procurement, should send to e-mail bery_i_slav@ukr.net, with the indication in the subject of the letter "Purchase of energy audit services and drawing up an energy certificate" by 15.08.2023 year (including) the next package of documents:
- A price offer with information on the cost of developing methodological recommendations according to this technical task. The price offer must include all costs of the expert, related to the development of the document.
- Summary and/or portfolio of implemented projects, developed documents, methodical recommendations on energy efficiency, use of renewable energy sources or related topics;
- Diplomas, certificates, other documents to confirm the level of qualification in the field of energy efficiency, use of renewable energy sources or related topics
- Contacts (e-mail, cellphone).
- Copies of the following registration documents:
- certificates of state registration of a legal entity or FOP or extracts from the Unified State Register of Legal Entities, public formations and individual entrepreneurs;
- extract from the register of taxpayers of a single tax or non-profit;
- certificates on opening a bank account.
The deadline for submitting bids: 15.08.2023p.
The results of the consideration of price offers will be announced at the latest 16.08.2023p.
